Plastic Waste Management Rules, 2016
The eco-friendly substitute of the plastic in all uses has not been found till date. In the absence of a suitable alternative, it is impractical and undesirable to impose a complete ban on the use of plastic all over the country. The real challenge is to improve plastic waste management systems.
The Plastic Waste Management Rules, 2016 aim to:

  1. Increase the minimum thickness of plastic carry bags from 40 to 50 microns and stipulate minimum thickness of 50 microns for plastic sheets also to facilitate collection and recycle of plastic waste
  2. To bring in the responsibilities of producers and generators, both in the plastic waste management system and to introduce collect back system of plastic waste by the producers/brand owners, as per extended producers responsibility
  3. To promote the use of plastic waste for road construction as per Indian Road Congress guidelines or energy recovery, or waste to oil etc.

What is the 50 Micron Rule?
In the Plastic Waste Management Rules 2016, the amendment is made to increase the minimum thickness of plastic carry bags from 40 to 50 microns.
The amendment is made to discourage the use of single-use plastics as it'll increase the cost of the plastic carry bags by 20%.

Karnataka
The Karnataka government has imposed the ban on all kinds of single-use plastics irrespective of the Microns. 
As per the directions, no person shall use plastic carry bags, plastic plates, plastic cutlery, cups, cling films, plastic sheets, plastic banners irrespective of thickness made from thermocol & plastics.

Maharashtra
The Maharashtra government has imposed the complete plastic ban on most of the single-use plastics with few exceptions.

The ban is implemented on the below-mentioned products.

  1. the plastic single-use plastic water bottles with less than 200ml capacity.
  2. Plastic water pouches
  3. plastic carry bags, including Non-woven bags
  4. single-use plastic or thermocol disposables such as bowl, cutlery, glasses, containers, etc. 
  5. All disposable containers with the lid used for packaging food in the hotels. And the plastic straws.
  6. Any compostable plastic bags except plant nurseries, horticulture, agriculture & handling solid waste.

Kerela
The Kerela government has imposed the statewide ban on the use of the single-use plastics with few exceptions.
Highlights

  1. The ban is imposed on the supply, storage, sale/distribution and use of plastic carry bags, non-woven carry bags, plastic flex/banners, plates, plastic flags, plastic sheets, cling films, and all single-use plastics.
  2. The ban is also applicable for the above-mentioned items made of the Styrofoam/Polypropylene.

Odisha Plastic Ban Highlights
The plastic ban is on the sell, trade, manufacture, import, store, carry, transport, use or distribution of the below-mentioned items:

  1. Polythene carry bags of any shape, thickness, and size, excluding the compostable carry bags.
  2. Bottled drinking plastic bottles of less than 200ml capacity
  3. All single-use plastic cutleries, dish, bowl, pouch, containers are banned.

Punjab Plastic Ban Highlights
The state government has completely prohibited to manufacture, stock, distribute, recycle, sell or use of plastic carry bags.

  1. The state government completely prohibit to manufacture, stock, distribute, recycle, sale or use of plastic carry bags and containers made of virgin or recycled plastic and plastic items having one time use such as disposable plastic cups, tumblers, spoons, forks and straws.".
